Industrial Advantages

During the period of planned economy, Hengyang was made one of the bases of light industry in China. Especially from 1970s to 1980s, Hengyang and other four cities, namely, Tangshan in Hebei, Xuzhou in Jiangsu, Mianyang in Sichuan and Jinzhou in Liaoning, were regarded as the “Five Centers of Class B Industries”. At that time it was the largest industrial and commercial centre in Southwest Hunan and many non-native people chose Hengyang as their favorite work place. During 1990s, many state-owned enterprises in Hengyang experienced difficulties in production and management, some of them went bankrupt and many workers were laid off. With the promoting of reconstructing and renovation of SOEs, investments outside Hengyang, represented by TBEA (Tebian Electric Apparatus Stock Co., Ltd.), began to annex the local enterprises. China Sinosteel Group Corporation invested 2 billion Yuan to reconstruct Hengyang Nonferrous Metallurgical Machinery Factory; CNBM (China National Building Materials Group Corporation) has signed a strategic cooperative agreement with Hengyang and will invest 3 billion Yuan to establish a building material base handling the main high-value-added products―cement, glass, ceramics and gypsum board. China Minmetals Corporation increased its investment of 1 billion Yuan in Hengyang and now Shuikoushan Nonferrous Metals Group Corporation is on the list of enterprises directly led by the Central Government. It is also planning to invest another 2 billion Yuan to launch a new project of copper electrolysis, which will increase its production capacity of 15 billion Yuan. At the Conference of Economic Cooperation and communication between Hunan and Taiwan, China Merchants Logistics Group Corporation agreed to invest in Hengyang. Meanwhile, other enterprises directly under the Central Government, like China Salt Industry Corporation, China National Nuclear Corporation, China National Electricity Corporation, sent represents to Hengyang to have substantial consultations and have reached framework agreements on investments in Hengyang. So far, the number of enterprises directly under the Central Government in Hengyang has reached 11. In 2008, the total industrial output of Hengyang is over 100 billion Yuan. Among the industries, there are five pillar industries of Hengyang, namely, transforming and transmitting electricity equipments, salt halogen and fine chemicals, non-ferrous metal smelting, steel smelting and deep processing of tubes and pipes, automobile and components production. The local industrial characteristics are machinery production, textile, wine-making, electronic information and new materials, biological pharmacy and nonmetallic building materials.
